TRAI launches platform to rate digital connectivity of properties

MUMBAI: In a world where a weak signal can make or break a property, TRAI is putting connectivity on the map, quite literally. The Telecom Regulatory Authority of India (TRAI) has launched the Digital Connectivity Rating (DCR) Platform, a digital system designed to make the connectivity readiness of properties visible, searchable and verifiable for consumers.

The platform brings Property Managers (PMs), registered Digital Connectivity Rating Agencies (DCRAs) and consumers onto a common digital interface. It is designed to support the end-to-end process of assessing, rating, certifying and publishing the digital connectivity of properties.

The launch implements the framework prescribed under the Telecom Regulatory Authority of India (Rating of Properties for Digital Connectivity) Regulations, 2024, as amended by the Rating of Properties for Digital Connectivity (Amendment) Regulation, 2026. The amendment was notified on May 13, 2026, while TRAI issued the Rating Manual 2026 on June 9, 2026.

For consumers, the most visible part of the platform is its public rating search page. Users can search for rated properties using the property name, certificate ID or location, view their published digital connectivity ratings and verify digitally signed certificates through the QR code provided on them.

That means connectivity can become more than a vague promise on a property brochure. Consumers can check the rating before making a final purchase or lease decision and compare properties based on their connectivity information.

The platform also gives Property Managers a digital route to get properties rated. Properties can be registered under categories including Public, Government, Commercial and Private. Property Managers can submit rating applications, upload prescribed information and documents, select a registered DCRA and track the application through the platform.

The workflow covers both constructed and under-construction properties, allowing connectivity assessment to be incorporated at different stages of property development.

For DCRAs, the platform provides access to assigned applications and enables them to conduct assessments, record observations and test results, manage supporting documents and complete the rating process under the prescribed framework.

The system also handles the digital workflow for assessment, report generation, certification and publication of ratings, bringing several stages of the process under one roof.

The fieldwork gets its own digital leg through a dedicated DCRA mobile app. Authorised DCRA personnel can use the app to conduct in-building digital connectivity measurements according to the prescribed testing methodology. Property information submitted through the web portal and assessment data captured through the app are then synchronised on the platform.

TRAI has also integrated eSign for digital signing and verification of documents and certificates. The platform supports online payment of applicable rating fees, along with email and SMS alerts and secure storage of property records, test results, certificates and audit logs.

Speaking at the launch, TRAI Chairman Anil Kumar Lahoti said the platform establishes a transparent and standardised framework for assessing the digital connectivity readiness of properties.

He said publicly searchable ratings and verifiable certificates would give consumers credible and comparable connectivity information while helping Property Managers recognise the importance of planning digital connectivity infrastructure during property development.

With the DCR Platform, TRAI is effectively giving property connectivity a report card, one that consumers can check before signing on the dotted line.
