UTTAR PRADESH: Uttar Pradesh is building its digital highways, and the first toll-free lanes are open. Project GANGA, the state’s digital transformation initiative, has launched broadband services under the “GangaFiber” brand, with plans starting at Rs 399 a month, inclusive of taxes, for a 50 Mbps connection. That makes it one of the lowest-priced packages currently in the state.

The announcement came from Lucknow on September 29, 2026. Project GANGA, or “Government Assisted Network for Growth and Advancement”, is the state-wide digital transformation initiative of the government of Uttar Pradesh. It is being executed under the aegis of the State Transformation Commission (STC) in association with OneOTT Intertainment Limited (OIL), the broadband vertical of Hinduja Global Solutions (HGS) and the Hinduja Group. It has seen significant traction since chief minister Yogi Adityanath launched it in June 2026.

The numbers so far:

  • Over 3,000 applications have been received from aspiring digital service providers (DSPs).
  • More than 600 shortlisted candidates, or potential DSPs, have completed extensive training by OIL.
  • The first DSP networks are being rolled out with financial support under the CM-YUVA scheme.
  • These 600 DSPs have the potential to connect up to 150,000 homes in Uttar Pradesh.

Consumers get high-speed broadband under the GangaFiber brand, powered by OIL, with the tagline “Connecting Every Home, Enabling Every Possibility”, which reflects the digital inclusion mission. Plans start at Rs 399 a month, inclusive of taxes, for 50 Mbps. Available plans go up to Rs 1,179 a month for a 1 Gbps package. Current plans include access to over 100 TV channels and 13 popular over-the-top (OTT) platforms.

Manoj Kumar Singh, chief executive of the State Transformation Commission, government of Uttar Pradesh, pointed out: “The chief minister’s vision is clear: like expressways, Uttar Pradesh should be the number one state in building digital highways. Digital is a necessity for every citizen, enabling services from education and healthcare to remote working opportunities. Project GANGA was conceived to turn that vision into action at the grassroots. The first networks going ‘live’ validates the model. Young people from our districts, especially women, supported through the CM-YUVA scheme, are now building businesses that bring high-speed connectivity to their neighbours and truly facilitating the digital inclusion mission.”

Vynsley Fernandes, whole-time director of HGS and managing director and chief executive of OIL, said: “Our resolve for Project GANGA has always been simple, reflecting the chief minister’s guidance: every village, every town, every home connected, and no citizen left behind. That resolve has moved from plan to reality with over 3,000 applications received and 600 potential DSPs having undergone extensive training in the business of broadband, technology, marketing and customer service. Each DSP we train becomes the digital backbone of their own community, and the response we have seen from across Uttar Pradesh shows how ready the state is for this change. We are grateful to the government of Uttar Pradesh for its proactive approach and remain committed to building a digital ecosystem that creates opportunity, drives livelihoods and powers the state’s progress for years to come.”

The rollout builds on the momentum of last month, when Project GANGA inaugurated its dedicated DSP training centre in Lucknow. The centre was inaugurated by Harisoa Lalatiana Accouche, high commissioner of Seychelles to India, and Manoj Kumar Singh, in the presence of senior officials from the state administration and the Hinduja Group. Also launched last month was the Project GANGA Learning Hub, an online learning management system (LMS) that makes DSP training accessible across every corner of the state. The platform allows aspiring DSPs, including those in the most remote locations, to access structured training modules, build their technical and business skills, and prepare to become network-ready, without needing to travel to a training centre.

As the programme scales, Project GANGA will continue to expand its DSP network, widen training opportunities and bring high-speed broadband closer to millions of households and businesses across Uttar Pradesh.

What does this add up to? Three things stand out. First, the model is clever. Instead of one company laying every cable, the state is training local entrepreneurs to run their own networks, with CM-YUVA money behind the first ones. If 600 trained DSPs can connect up to 150,000 homes, that is roughly 250 homes each, which looks like a workable small business. Second, the pricing is sharp. A 50 Mbps plan at Rs 399 a month is among the cheapest in the state, and the top 1 Gbps plan at Rs 1,179 gives 20 times the speed for less than three times the price. Add over 100 TV channels and 13 OTT platforms, and broadband becomes an entertainment bundle as well as a utility. Third, the pipeline is built for scale. Over 3,000 applications against 600 trained providers shows demand for more, and the Lucknow training centre and the online Learning Hub mean a farmer’s son in a remote district can train without leaving home. As Manoj Kumar Singh notes, young people, especially women, are now building the businesses that bring connectivity to their neighbours. Digital highways, it turns out, can be built by the people who live beside them.
