Skillera trains government workforce under Mission Karmayogi drive
MUMBAI: From rules on paper to roles in practice, India’s public sector is getting a classroom refresh. Skillera Tech Private Limited, a subsidiary of Imarticus Learning, is quietly building capacity across government departments under the Centre’s Mission Karmayogi framework, one role, one behaviour shift at a time.
As part of Mission Karmayogi, Skillera Tech is the execution partner for the Karmayogi Prashikshan Mission at the Sardar Patel Institute of Public Administration in Gujarat. The three-year programme aims to train around 1.85 lakh Class III and Class IV government employees, focusing on service orientation, professional conduct and standardised administrative practices through the “Rules to Roles” approach.
Policing is another key focus area. In Mumbai, Skillera Tech is rolling out a behavioural training programme for nearly 40,000 personnel across ranks within the Mumbai Police, with emphasis on citizen-facing conduct and service responsiveness. A similar initiative with the Gujarat State Police covers about 20,000 personnel across Ahmedabad, Surat, Rajkot and Vadodara, centring on communication skills and professional public interaction.
Beyond Mission Karmayogi, the company is also active in CSR-linked and institutional capacity-building efforts. Under NTPC Limited’s Girl Empowerment Mission, Skillera Tech and Imarticus Learning have reached more than 12,000 participants across 17 states so far, with FY25–26 programmes planned across 22 plant locations involving 1,300 participants.
The partnership has also worked with the Pension Fund Regulatory and Development Authority on retirement planning and subscriber awareness, reaching over 89,000 individuals across more than 17 states. Meanwhile, employability-focused training programmes with the National Institute of Fashion Technology have covered over 3,800 undergraduate and postgraduate students across 18 campuses.
“Public-sector capacity building today needs structured, role-linked learning rather than one-off training,” said Imarticus Learning executive director for enterprise solutions Apurva Sheth. He added that the focus is on practical frameworks and digital content that translate learning into on-ground capability, rather than remaining theoretical.
As civil services training reforms gather pace, Skillera Tech’s expanding footprint reflects a broader shift from ticking training boxes to building skills that actually show up at the service counter.
